Adding new Observing Proposals

If you created a user as described in :ref:`Adding new Users <adding-new-users>`
you will be redirected to the *proposal creation form* However there are other ways too.

Make sure the SOAR ID is correct or PI or collaborators will not be able to
see their data. The *Soar id* default value is set automatically depending on
current semester and count.
